How I can care for a child 3 months ???!!?

I am taking my nephew months 3 years my sister addicted to drugs can no longer care for him. The point is that they never had children! I did as a favor of love I do not want no child in foster care or be adopted by foreigners. The cut off financially, and CPS has adopted me after doing a background check.
