Toronto Police Service
History
Creation to 1859 reforms
The Toronto Police Service, was founded in 1834 when the city of Toronto was created from the city of York. (Before that, local citizens Local healthy men were report to work at night as special agents to a fixed number of nights per year, or face a fine or imprisonment in a system known as the "look and service.")
Toronto Police is one of the oldest Anglo-Saxon modern municipal police departments, as well as, for example, the legendary New York City Police Department was formed in 1845 and the Boston Police Department was established in 1839. The Metropolitan Police of 1829 is generally recognized as the first modern municipal department. In 1835, Toronto selected five employees full-time ratio of approximately one policeman for every 1,850 citizens. Their daily wage is 5 shillings for the service day and 7 shillings, 6 pence for the night service. In 1837, the annual salary of the police was set at 75 per year, lucrative position with respect to the annual salary of 250 city mayor at the time.
Toronto Police in 1880
From 1834 to 1859, the Toronto police force was corrupt and notoriously political with police loyal to the local aldermen who personally appointed police officers in their own neighborhoods on the duration of its mandate. Toronto police repeatedly suppressed opposition candidate meetings and took part in sectarian violence bitterness between the Orange Order and Irish Catholic radical factions in the city. A provincial government report in 1841 described as a Toronto police as "engines formidable oppression. "Although sheriffs uniforms were delivered in 1837, a contemporary recalled that the Toronto Police was" without uniformity, except respecthey have a uniformly ignored. "After a bout of excessive violence in the streets of Toronto Police misconduct, including an episode in that police fought with the Toronto Fire Department during an incident, and was doing nothing in another incident, Angry firefighters burned when their touring circus clowns jumped a lineup of local brothels, all Toronto police, with their leader, were dismissed in 1859.
1859 to 1900
The new force has been removed from Toronto City Council jurisdiction (except for setting the annual budget and manpower levels) and placed under the control of a mandate the province of the Board of Police Commissioners. Under its new leader, Prince William Stratton, a former infantry captain, standardized training, practice recruitment and new standards of discipline and ethics have been introduced. Today, the Toronto Police Service directly traces its spirit, Constitutional lineage and the Police Commission to regulate the structure of the 1859 reforms.
In the 19 th century, the Toronto Police mostly focused on the suppression of the rebellion during cityarticularly Fenian threats from 1860 to 1870. Toronto police were probably the first Canada's security intelligence agency when they have established a network of spies and informers everywhere in Western Canada in 1864 to fight against the army U.S. recruitment officers attempted to induce the British soldiers stationed in Canada to the desert to serve in the Union Army in the War Civil. unions Toronto police later went to spy on the activities of Fenians and reports to the Chief as far as Buffalo, Detroit, Chicago and New York. When in December 1864, the border between Western Canada's secret police has been established under Stipendiary Magistrate McMicken, Gilbert, some agents Toronto police have been reassigned to the new agency.
In 1863, Toronto police have also been used as combatants Indians "during the incident Manitoulin Island when some fifty natives armed with knives forced the fishing inspector William Gibbard and a fishing operation to remove gave no tribal lands in Lake Huron. Thirteen armed agents of the Toronto Police and gendarmes in Barranquilla, were sent on Manitoulin Island to help the government to resume exploitation of fisheries, but were returned when the Indians advanced with guns now. The police retreated, but were reinforced and eventually arrested the entire band but not before William Gibbard was murdered by unknown assailants. (Sidney L. Harring white man Law: Native of Toronto The decisions of the nineteenth century Canada: Society of Osgood-University of Toronto Press, 1998. p. 152-153)
In the 1870, the Fenian threat began to diminish gradually, and the reform movement Victorian morality gained momentum, especially the Toronto police worked on the role of "urban missionaries" whose role was to regulate the unruly behavior and immoral among the "underclass." They have been almost entirely focused on arresting drunks, prostitutes, Disorderlies, and violators of ultra-strict Toronto Sunday "Blue law."
In the days prior to public social services, the force has functioned as a service agency mega-social. Before creating the Humane Society of Toronto in 1887 and the Society for Aid to Children in 1891, oversaw the police animal and child welfare, including the implementation of maintenance. Operated ambulance service in the city and acted as a board of health. The police stations have been designed with time a space to house the homeless, as no other government in Toronto face this problem. Shortly before the Great Depression, in 1925, the Toronto Police housed 16,500 homeless this year.
Plainclothes officers around 1919
Toronto police regulated business in the streets: taxi drivers, street vendors, grocery stores on the corner, traders, men in rags, scrap dealers, operators clothes. Under the provisions of law and order, the Toronto Police was responsible for granting licensing and regulation of dance halls, pool halls, theaters, and later the movie theaters. He was responsible for the content that censorship is not only the plays and movies, but all literature in the city ranging from books and magazines to posters and advertising.
Toronto police also removed movements of labor is perceived as anarchist threats. The creation of the unit is mounted directly related to the Toronto streetcar strike four months of 1886, when Authorities called the Governor General's Horse Guard Regiment to help suppress the strike.
Century 20
A former Metro Toronto yellow police car is an appearance on parade.
With respect to serious criminal investigations, police Toronto often (but not always) a contract with the private investigators of the Pinkerton Detective Agency until the 20th century when it developed its own internal investigation and intelligence capabilities.
During 1930 and 1940, Toronto Police Chief Dennis "Deny" Draper, a former brigadier general and former Conservative candidate, returned to his agency's function to suppress political dissent. His famous "Red Squadron" scattered brutally demonstrations by unions and by unemployed and homeless during the Great Depression of the 1930's. Suspicious of "foreigners" Police pressure on the city of Toronto to enact legislation banning public speeches in languages other than English, reducing the organization Association between Toronto large population of immigrants working in sweatshops.
After several scandals, including one called by the Head of Draper journalists have "Shot" and his arrest for drunk driving, the city named a new chief in 1948 the police in their ranks for the first time in history Department: John Chisholm, a high potency police inspector. In 1955, the Metropolitan Toronto Board of Police Commissioners was formed to merge the 13 forces Police of the Municipality of Metropolitan Toronto in a unified police force to Chisholm as chief of the unified force. Unfortunately Chisholm was not in the office of political chief, in particular to deal with outside of Fred "Big Daddy" Gardiner, who has almost single-handedly designed the formation of metropolitan Toronto in 1950. As the Police of the City of Toronto police absorbs everything and grew in size and complexity, Chisholm found himself unable to manage the agency Byzantine political and huge. In 1958, after a series of conflicts with Gardiner and members of the new enlarged Council of Commissioners of Greater Toronto Police Chief Chisholm led High Park, west of the city, parked his car and committed suicide with his revolver. The staff to Superintendent Jack Webster, a Los Officers who arrived at the scene of the leader's death and after his retirement in the 1990s became the historian of the Museum of the Toronto Police Force He later wrote: "Suicide is a constant partner in all police cars."
With the creation of Greater Toronto In 1954, the Toronto Police merged with the time January 1, 1957, with municipal police departments to form the Metropolitan Police Force Toronto:
