Why the Germans did not try to stop the Nazis?

I just finished reading the book "The Wave." In the history of children have tried to find out why the Germans did not stop Hitler. Do not think I ever answered the question in the book. Why wern't they arrested?

For all practical purposes, where the Nazis able to present themselves as the saviors of the German people. It came to power democratically, and had much popular support. We can not predict our modern view of the Nazis in the German people for almost 70 years there are some. When the atrocities committed by the Nazis had complete control mass communications in this country, the prevention of these stories show the light of day, not to mention the ruthless suppression of those who oppose them. tcraw2004 perfectly described.
