After delays due to a recession, the eight-story hotel Portland was completed in 1890 on the site.
The hotel was the center of the City Social activity for the first half of the 20. In 1951, the hotel was demolished and was a two-story parking built. An original arcade gatework the hotel have been carefully designed part of the site and are now on the south side of the square.
In the 1970's, a general plan of the proposed center that the site will become a public space. In 1975, then-Portland Mayor Neil Goldschmidt began negotiating with the local store for Meier & Frank property of the city and finally convinced the bank to sell the land to the city after parking their concerns were dispelled. In early 1980 a design competition announced, invites proposals for what would become Pioneer Courthouse Square. Of 162 applications, five finalists came from companies based in New York Philadelphia San Francisco / Los Angeles in Boston and Portland. Portland's team, a group of mob consciousness architects, writers, and an artist, led by Chief Designer Willard Martin, competing against a group of Ivancea Frank and Bill Roberts, who wanted to charge admission to full-court block the site. Martin Willard literally painted group design in the occupation of parking on the block, and his plan was accepted. Funding problems emerged after the design has been completed. Portland Mayor Frank Ivancea led some owners downtown business and other influential citizens oppose the concept of open society (instead of attached) square, based on fear of an open design attract transition region. Former Gov. Tom McCall, who was then a television commentator, was outraged:

The construction of squares required 3 million for land acquisition and $ 4.3 million for structures and equipment, large enough for the opposition virtually condemned the project. Martin, architects and other volunteers, has attracted attention on the opposition at the end of painting a stylized map of the proposal on the same site. But it took the formation of "Friends of Pioneer Square, a group of citizens headed by the Commissioners of the City of Charles Jordan and Mike Lindberg, and $ 750,000 raised through the sale of 50,000 bricks inscribed to save the project.
The square opened April 6, 1984, with an opening ceremony that drew more than 10,000 people.
